Job Description:

ABOUT US: The Makivvik Justice Department helps administer justice using culturally adapted approaches which focus primarily on healing individuals, families, and the community, while also dealing with the underlying causes of crime.  Para-judicial workers, local justice committees, correctional liaison agents and Gladue writers offer direct services to Nunavimmiut at various stages of the justice and correctional process. The Justice Department consists of six (6) separate programs all relating to alternative justice initiatives in Nunavik, which includes Justice Committees, Para-Judicial Workers, Corrections Program, Gladue Reports, Record Suspension Program and Qullik Healthy Relationships.

We are currently seeking a Gladue Program Manager who will report to the Assistant Director of the Justice Department.

The GLADUE PROGRAM MANAGER aims to:

  • Manage the high demands of Gladue reports requested by the court. Ensures a smooth process of assigning a Gladue Writer a new client and ensuring the reports are completed in a timely fashion.   Plans for the Writers to obtain occasional training to stay up to date with all Gladue Principals.  Works in close collaboration with both Defense lawyers and Crown Attorneys to ensure a smooth flow of information.  Acts as a primary advocate in promoting the Gladue Program.

Responsibilities:

  • Manage a team of full time Gladue Writers as well as numerous contract writers;
  • Assign work and provide constructive feedback to team members;
  • Participate in meetings with government and / or outside organizations;
  • Organize training for all Gladue Writers and ensure adequate continuous learning;
  • Manage relationships and ensure collaboration with outside partners including but not limited to Judges, Defense lawyers and Crown Attorneys;
  • Serve as a link between the frontline workers and upper management;
  • Conduct performance reviews, motivate team members and provide support to employees and contract workers;
  • Prepare and submit Gladue reports as required including any statistical reports deemed necessary by the Assistant Director;
  • Act as a resource person regarding Inuit culture and traditions to government bodies and organizations, in matters relating to Justice;
  • Become knowledgeable regarding community resources (Indigenous & non-Indigenous) available to Inuit offenders;
  • Travel within Quebec or Nunavik as required;
  • Perform other administrative and professional duties required for the smooth running of the program and as assigned by Assistant Director.

Qualifications:

  • Education: Secondary 5 completed;
  • Languages: Inuktitut and/or English, French would be an asset;
  • Working experience with the judicial system, more specifically in Nunavik;
  • Knowledge of the social, judicial or correctional field;
  • Experience in intervention with youth or adults;
  • Excellent English writing skills;
  • Computer skills; word, internet, excel, etc;
  • Strong organizational skills;
  • Ability to meet deadlines and adapt to changing priorities;
  • Be reliable and autonomous;
  • Be respectful (confidentiality and non-judgmental);
  • Be available to travel for trainings, meetings, and preparation of reports;
  • Be available and able to enter the detention centers in St-Jerome / Laval / Montreal;
  • Must successfully pass a criminal record clearance;
  • Must be able to travel between place of work and the detention centers in the Montreal area when required (by car, taxi, uber, public transit).
