ABOUT US:

Makivik is the land claims organization mandated to manage the heritage funds of the Inuit of Nunavik provided for under the James Bay and Northern Québec Agreement.

Makivik’s role includes the administration and investment of these funds and the promotion of economic growth by providing assistance for the creation of Inuit-operated businesses in Nunavik. Makivik promotes the preservation of Inuit culture and language as well as the health, welfare, relief of poverty, and education of Inuit in the communities.

Created in 2001, the Construction Division (Makivik Construction) is responsible for the implementation of the Nunavik Housing Program and its main objective is to build quality housing while maximizing employment opportunities for the Inuit of Nunavik, provide training, and to promote the local Nunavik economy to the greatest extent possible.

Makivik Construction is looking for motivated individuals who are resourceful, open minded and ready to work in a challenging remote environment. The position offers an exciting opportunity to contribute to contribute to the development of the Inuit communities of Quebec and to learn more about construction methods and practices specific to the Arctic regions.

The Human Resources Section of the Construction Division is exclusively working with the construction employees.

SUMMARY

The Assistant Director HR Section is responsible for planning, organizing, directing, controlling, and analyzing the Human Resources of the Construction Division. Key areas of responsibility include policy and procedure development; human resource planning; labour relations; training and development; recruitment and selection; and the analysis and improvement of HR metrics. In addition to remaining current with all applicable federal, provincial, and municipal laws and regulations, this role requires the individual to adhere to and enforce all established Company policies and procedures. This role further requires the individual to maintain positive relationships between the management team and employees. Other duties may be assigned, as necessary.

Responsibilities:

  • Plan, organize, manage, and oversee all activities for construction workers and construction resources;
  • Strategically plan for the Construction Division’s human capital needs;
  • Ensure that the Construction Division is compliant with all applicable labor laws, regulations, policies, and procedures including CCQ regulations;
  • Support the Operations Section Assistant-Director and Project-Managers by providing advice on labor relations issues such as the interpretation and application of construction collective agreements, working conditions, regulations, policies and procedures;
  • Ensure that training needs analyses of the entire workforce to design appropriate and necessary training and development programs are conducted;
  • Ensure that training and development programs are facilitated for employees;
  • Ensure that statistical reports and metrics concerning personnel-related data such as turnover, cost of vacancy, grievance resolution and absenteeism rates are compiled;
  • Review all disciplinary files for construction site personnel, recommend appropriate action in accordance with applicable internal procedures and guidelines;
  • Ensure that training and development programs for construction employees are facilitated;
  • Develop and implement policies and procedures for construction site personnel;
  • Assist in the investigation and reporting of accidents/incidents;
  • Ensure treatment of grievances and arbitration;
  • Networking with outside organizations, government, and CCQ;
  • Mentor other construction resource staff to develop their skills and abilities,
  • Work closely with the CNESST Administrator.

Qualifications:

  • University degree in HR, Labor relations or experience in a related field;
  • Certified HR Professional (CRIA or CRHA) an asset;
  • 5 to 7 years of experience in construction or related field;
  • Experience in supervision of employees (minimum of 3 years);
  • Experience working with CCQ and working knowledge of the construction industry is an asset;
  • Work experience in health and safety and labor relations;
  • Have a functional knowledge of Microsoft Office (Word and Excel);
  • Experience working with HRIS system is an asset;
  • Professional work experience in a cross-cultural or multi-ethnic environment will be considered an asset;
  • Proven leadership and decision making skills;
  • Ability to work well under pressure, individually and as part of a team;
  • Demonstrates ability in solution focused approach to problem solving;
  • Experience working in a team environment and ability to work autonomously;
  • Be well-organized, meticulous and possess organization skills;
  • Demonstrates integrity and discretion to assure the confidentiality of the nature of the work;
  • Excellent written and oral working knowledge of at least two (2) of the following languages:  Inuktitut, English and French.
