			<content:encoded><![CDATA[<p>Québec City, December 15, 2011 – Denis Brière, rector of Université Laval, and Paul Fortier, vice rector of research and creation, just announced the creation of a Research Chair in Sustainable Development of the North. The purpose of the chair is to enhance our understanding of the North, particularly northern residents’ future, welfare, and prosperity.</p>
<p>“Today’s announcement of this new research chair makes it clear: Université Laval is still at the forefront when it comes to northern researching and understanding. We were pioneers in the field 50 years ago, and we are still building on that work today,” said rector Denis Brière.</p>
<p>The purpose of this chair is to rethink northern development by harmonizing its social, human, environmental, and economic components and ensuring significant benefits for northern communities, where needs are great. In addition to an interdisciplinary approach, the chair will also help produce new knowledge and promote knowledge sharing among researchers and partners.</p>
<p>Thierry Rodon, chairholder of the Research Chair in Sustainable Development of the North, is an associate professor in the Political Science Department at Université Laval and an adjunct professor at the School of Public Policy and Administration at Carleton University. He is also a research associate at Université Laval’s Interuniversity Center for Aboriginal Studies and Research (CIERA) and a fellow at the Carleton Center for Governance and Public Management and at the Observatory of Youth and Society at INRS. Professor Rodon specializes in northern politics and community development and has extensive experience working with aboriginal communities and northern institutions. He has authored a number of works on Nunavut, helped design and implement a public service certificate program for the Nunavut government, and was involved in setting up regional government in Nunavik.</p>
<p>Research Partnership<br />
The Chair was established thanks to $1.1 million in funding over five years from Makivik Corporation, ArcelorMittal Mines Canada, and ArcticNet. “We are excited to participate to the launching of this Chair on Sustainable Development of the North that will combine scientific and traditional knowledge about the Inuit of Nunavik,” said Pita Aatami, president of Makivik Corporation.</p>
<p>“ArcelorMittal Mines Canada is very proud to contribute to this research chair that will definitely help us work together for the harmonious development of the North,” said Gilles Couture, director of quality and environment for ArcelorMittal Mines Canada.</p>

<p>Kuujjuaq, August 21 2011</p>
<p>Makivik Corporation, on its behalf and on behalf of the Board of Directors of First Air, would like to offer its deepest condolences to the families and friends of the victims of Boeing 737-200 crash en route from Yellowknife to Resolute Bay.</p>
<p>Charter flight #6560 en route to Resolute Bay from Yellowknife crashed around 12:50 local time with 11 passengers and 4 crew members onboard. We report 3 survivors.</p>
<p>Makivik President, Pita Aatami, declared: «I was deeply saddened to learn about the crash. My first thoughts are for the families of the victims and of our crew members. Makivik Corporation and First Air will do everything to support them in these very difficult moments.»<br />
Makivik would like to thank the members of the Canadian Armed Forces, who are in Resolute Bay for Operation Nanook and who helped a lot in this situation.</p>

<p style="text-align: left;"><strong>Kangiqsualujjuaq, August 8, 2011. </strong>– The premier of Québec, Jean Charest, the Minister responsible for Native Affairs, Geoffrey Kelley, and the president of the Makivik Corporation, Pita Aatami, were in Kangiqsualujjuaq today for the signing of an agreement through which Québec recognizes the effect that the historic slaughter of sled dogs (Qimmit) had on Inuit society and their way of life.</p>
<p>This agreement follows the report of Justice Jean-Jacques Croteau, who was mandated by the Gouvernement du Québec and the Makivik Corporation to study the events surrounding the slaughter of sled dogs in Nunavik in the 1950s and 1960s. Such official recognition by the Gouvernement du Québec is one of the report’s recommendations.</p>
<p>In addition the Gouvernement du Québec agreed to award the Makivik Corporation $3 million. This sum, taken from the budget of the Secrétariat aux affaires autochtones, is intended to support the Inuit in protecting and promoting their traditions and culture.</p>
<p>“With the Plan Nord, the social and economic development of Nunavik will pose all kinds of challenges. To successfully overcome them and ensure the prosperity of our future generations, a relationship of trust between our two nations is essential. In the spirit of mutual respect, the Gouvernement du Québec recognizes that Inuit society suffered from the effects of the sled dog slaughter. We hope that the agreement signed today shows Québec’s willingness to work hand in hand with the Inuit, for the benefit of all Quebecers,” the premier declared.</p>
<p>During the signing ceremony, the Québec premier presented the president of the Makivik Corporation, Pita Aatami, with a commemorative plaque marking the Gouvernement du Québec’s recognition of the experience of the Inuit population.</p>
<p>“A plaque will also be presented to each of the 14 Inuit villages to testify to the authenticity of our gesture. Today, all of the projects that require us to work together show us that we are able to communicate and to take each other’s interests into account in order to maintain harmonious relations. The respect that characterizes our relationship today is a testament to our ability to work together. We hope that this gesture will be part of the foundation for a very promising future for Québec and Nunavik,” stated Minister Kelley.</p>
<p>“Thanks to the dialogue and mutual respect that we maintain with the Gouvernement du Québec, we have reached a satisfactory solution. Today’s agreement is very important for us. It shows the Gouvernement’s sincerity toward its relationship with the Inuit. We can now face the future with greater serenity,” concluded Pita Aatami.</p>

<p>Makivik Corporation is proud to announce that the Nunavik Youth Hockey Development Program (NYHDP) has been renewed for a sixth season.  The program has once again received strong support from the Kativik Regional Government (KRG), the Kativik School Board (KSB) and the Makivik Corporation.</p>
<p>The NYHDP is a major initiative that Nunavik leaders from Makivik, the KRG and the KSB undertook five years ago in order to link the development of minor hockey with education.  In every community and school, this initiative promotes physical activities, healthy living and above all, the importance of education as a way to reduce the very high school-dropout and crime.  The NYHDP is funded under the Ungaluk Program and managed by the Makivik Corporation. For its part, the KRG supports the NYHDP by delivering technical assistance whenever requested by a community.</p>
<p>The message from the leaders of the KRG and Makivik is very clear: education is our first priority. And at the same time special attention needs to be directed to youth who are struggling with school so that innovative approaches may be developed for them.  The partnership established with the KSB is key to the success of the program.  The team of professionals that have been involved in the delivery of the NYHDP will continue their work and maintain contact with the communities in order to start planning for the 2011-2012 season.</p>
<p>Makivik strongly encourages the communities and the Inuit of Nunavik to take advantage of this great opportunity and join in the effort to encourage kids to stay in school and use hockey as a tool to motivate them.</p>
<p>The Nunavik Youth Hockey Development, A WAY TO GROW!</p>
<p>The KRG is a non-ethnic public organization created in 1978, under the James Bay and Northern Québec Agreement. The organization has jurisdiction over nearly the entire territory of Québec north of the 55th parallel in areas such as municipal matters, transportation, the environment, policing, employment, labour training, income security, childcare services, renewable resources, land-use planning, civil security and economic development.</p>
<p>Makivik Corporation is the Inuit owned economic development company created following the signing of the James Bay and Northern Quebec Agreement in 1975. Its mandate includes political representation of the 9,800 Inuit of Nunavik, the administration of the funds stemming from the Agreement. <p><span style="font-family: Arial;"><span>Xstrata Nickel Raglan  Mine today presented a cheque in the amount of Cdn$15.2 million to the Makivik  Corporation and the Inuit communities of Kangiqsujuaq and Salluit. This sum  represents the Inuit communities&#8217; share of the profits generated in 2010 by the  Raglan nickel mine operation, located in Nunavik, Northern Québec. </span></span></p>
<p><span style="font-family: Arial;"><span>To date, more than Cdn$100 million in  profit-sharing payments have been directed to an Inuit trust fund for economic  and community development through the Raglan Agreement. </span></span></p>
<p><span style="font-family: Arial;"><span>The comprehensive  agreement signed in 1995 by the Raglan operation, the Makivik Corporation and  local Inuit communities supports harmonious relations and fosters opportunities  between Xstrata Nickel and local populations in areas such as training, hiring  of local businesses and environ mental management. </span></span></p>
<p><span style="font-family: Arial;"><span>&#8220;With the Premier&#8217;s  announcement on Plan Nord, rrurung is a key component of our future development,  and Makivik is positioning itself in a way where we can play a more active role  in this industry,&#8221; sa id Pita Ataami, President ofthe Makivik Corporation. </span></span></p>

<p><span style="font-family: Arial;"><span>Xstrata Nickel&#8217;s Raglan  mining camp was constructed at a cost of Cdn$600 million and began production in  1997. This year, capital investments include more than Cdn$200 million for  mining development activities, infrastructure maintenance and geology. </span></span></p>
<p><span style="font-family: Arial;"><span>The operation consists  of three underground nickel mines, and a fourth mine (Kikialik) is under  construction and scheduled to start commercial production in 2012. Raglan also  operates a concentrator, accommodation complex, port facilities at Deception Bay  and an air strip at Donaldson. The ore from the mine is crushed, ground and  treated at the Raglan mill to produce a nickel-copper concentrate. Milling  capacity is 3,900 tonnes per day. <p><span style="font-family: Arial;"><span style="color: #000921;">Pita  Aatami, President of Makivik Corporation and lino Ferrara, Chairman of the Board  of Directors of CHEZ DORIS, signed today a partnership agreement to support  Inuit women who are in a vulnerable situation or homeless in Montreal. </span></span></p>
<p><span style="font-family: Arial;"><span style="color: #000921;">The purpose  of the agreement is to establish formai collaboration between Makivik  Corporation, organization that represents the 10,000 Inuit of Nunavik, northern  Quebec, and CHEZ DORIS, a daytime shelter in Montreal. CHEZ DORIS supports women  including several Inuit women, by providing social, educational and practical  assistance in a secure and accepting environment. </span></span></p>
<p><span style="font-family: Arial;"><span style="color: #000921;">As a  tangible project of this partnership agreement, Makivik and CHEZ DORIS are  pleased to announce the hiring of Annie Pisuktie as Inuit Street Case Worker.  Annie originally from Iqaluit, Nunavut, brings to the job a wealth of knowledge  and experience in this field. Annie now a new member of CHEZ DORIS&#8217;s staff will  conduct outreach activities to connect with Inuit women from wherever they come  originally, manage emergency situations to ensure everyone&#8217;s safety, and  ensuring provision of adequate social and medical services. </span></span></p>
<p><span style="font-family: Arial;"><span style="color: #000921;">Makivik  will also facilitate relations and collaboration between CHEZ DORIS and Nunavik  Inuit organizations and with other groups representing Inuit from Nunavut and  labrador. <p><span style="font-family: Arial;"><span style="color: #000921;">As for the  Chairman of CHEZ DORIS, lino Ferrara: &#8220;the signing of this partnership agreement  with Makivik, enhances greatly CHEZ DORIS&#8217; objectives. CHEZ DORIS has been at  the heart of women&#8217;s needs for over 30 years. Things happen for a reason, the  hard part is realizing what that reason is. <p><span style="font-family: Arial;"><span style="color: #000921;">As for the  President of Makivik, Pita Aatami: &#8220;the causes of Inuit homelessness are rooted  in northern regions, including Nunavik. Nunavik Inuit have experienced drastic  changes in the last 60 years which had and are having major impacts on our  people: changes of roles of men and women, erosion of Inuktituut language, high  level of suicide, high school dropout, major violence, and poverty. Inuit are  dealing with an historical trauma, the cumulative effect of massive social  change forced on the Inuit over a very short period of time&#8221;. </span></span></p>
<p><span style="font-family: Arial;"><span style="color: #000921;">ln the  continuation of the development of its strategy and action plan on Inuit  homelessness, Makivik will continue its discussions with other Inuit  organizations, with </span></span></p>
<p><span style="font-family: Arial;"><span style="color: #000921;">institutions or groups providing social services to the homeless  in Montreal, the City of Montreal, and the governments of Quebec and Canada and  the private sector. </span></span></p>

<p><span style="font-family: Arial;"><span style="color: #000921;">For  Makivik, preventing Inuit homelessness is the most important objective to be  achieved, and that means to try to meet the basic needs of these Inuit by  providing adequate housing for Inuit men, women and children, adequate income  and integration efforts, and provision of adequate support services, including  the establishment of social and cultural networks, promotion of healthy  lifestyles, assisting Inuit in adjusting to life in urban environments,  availability of country food, services for the children. </span></span></p>

<p><span style="font-family: Arial;"><span>February 14, 2011 Kuujjuaq, Quebec-  Today, the Negotiators for the Nunavik Regional Government start their  information tour preceding the referendum on the Final Agreement on the creation  of the Nunavik Regional Government. </span></span></p>
<p><span style="font-family: Arial;"><span>Minnie Grey and Harry Tulugak, the  negotiators for Nunavik, will undertake a thorough information tour and visit  ail the Nunavik communities. The information tour, which will span over the  upcoming four weeks, aims at providing the Nunavik communities with information  on the draft Final Agreement on the creation of the Nunavik Regional Government.  The Nunavik Negotiators will be accompanied by the Negotiators from Québec and  Canada governments. </span></span></p>
<p><span style="font-family: Arial;"><span>ln order to facilitate this tour and to reach the  widest number of people, a variety of information materials has been prepared,  both written and visual, with the objective of making the content of the Draft  Final Agreement clear and understandable. Copies of the Draft Final Agreement  have been made public prior to the community tour along with a condensed  summary. It will be Nunavimmiut that will make the final choice.  The referendum will take place on April 27, 2011 and the following question will  be asked to the eligible voters: «Do Vou approve the Final Agreement on the  creation of the Nunavik Regional Government </span></span></p>

<h2>Public Notice to Nunavik JBNQA Beneficiaries</h2>
<p>On December 1, 2006 in Kuujjuaq, President Pita Aatami, Premier of  Nunavut Paul Okalik, and the Minister of Indian Affairs and Northern  Canada and Federal Interlocutor for Métis and Non-Status Indians Jim  Prentice officially signed the Nunavik Inuit Land Claims Agreement  (NILCA).</p>
<p>The signing ceremony was held in the presence of several Inuit  leaders such as Chairperson of the Kativik Regional Government Maggie  Emudluk, Mayor of Kuujjuaq Larry Watt and the President of Inuit  Tapiriit Kanatami Mary Simon.  Several residents of Kuujjuaq were part  of the audience looking on as the signatories exchanged words and  presented their speeches to the audience, and signed the document.</p>
<p>Pita Aatami extend words of congratulations especially to  Vice-President Renewable Resources Johnny Peters, who was the Chief  Negotiator on the file, and to Sam Silverstone lawyer for Makivik and  Lorraine Brooke who were part of the negotiation team.</p>
<p>Premier of Nunavut Paul Okalik extended warm congratulations to the  Inuit of Nunavik, indicating the positive relationship between the Inuit  of Nunavik and Nunavut through their agreement as part of the NILCA.   Chief of the Crees of Eeyou Istchee Mathew Mukash was present as well as  the Crees also signed an overlap agreement with the Inuit of Nunavik.</p>
<p>The NILCA provides for ownership of 80% of the islands in the Nunavik  Marine Region, and overlap agreements between the Inuit of Nunavik and  the Inuit of Nunavut, the Crees of Eeyou Istchee, and the Inuit of  Nunatsiavut.</p>
