The James Bay and Northern Québec Agreement marked a turning point in the history of Nunavik. It was considered the first modern land claims settlement in Canada.

In exchange for providing certainty of title to the territory to Quebec, Nunavik Inuit (and Crees and Naskapis) received compensation moneys, land and governmental powers. Some land was granted in ownership (Category I lands-8,417 km2) and some was set aside for exclusive native hunting, fishing and trapping (Category II lands).

With respect to governmental powers, local communities were provided marginal powers, and the region was provided supra-municipal type powers with jurisdiction over the entire territory north of the 55th parallel.

The current system of governance in Nunavik evolved from the JBNQA. Institutions created under the Agreement include the Kativik Regional Government (KRG), the Kativik School Board (KSB), and the Kativik Regional Board of Health and Social Services (KRSSS).

The Agreement also provided for the creation of an Inuit corporation to be the legal entity to receive and administer the compensation moneys, oversee the implementation of the JBNQA, and ensure the integrity of the Agreement. This entity, Makivik Corporation, was created June 23, 1978.
